Thanks for posting your article Doug. It is very interesting - espectially as I don't know much about international law and humanitarian assistance at all. Just a question, in your article you state: " Would non-binding minimum standards or guidelines be more flexible and appropriate in the complex aftermath of a major disaster, and would Governments be more willing to support such non-legal measures rather than being constrained by new international legal obligations?"
I would be interested to know what approach/method you are going to use to answer this question?
